I am a novice in MCSE, can any one advice how many papers I need to attend in order to complete the certification.

There are a total of 7 exam requirements for the MCSE on Windwos Server 2003. four of these are set in stone and are considered the core exams. The rest of the requirements are and Elective, Design and Operating system exam.

The 4 Core Exams: 70-290, 70-291, 70-293, 70-294

A few Design Exam options are available to you. Pick your elective options based on what area you feel you would like to focus on. For example if you are interested in a Security designation you would take Design Exam 70-298. for the OS Exam you have 2 options 70-270 which is the windows XP exam and 70-620 which is the Windows Vista Exam, If you have profecienvy with Windows Vista the 70-620 exam would also benifit you in that it would give you another Certification in the process.
